An article by Dr. Mark Bannister, chair of the Department of Information Networking and Telecommunications at Fort Hays State University, has been accepted for publication in the Federal Communications Law Journal, published by the University of Indiana School of Law.

The article, "Virginia Cellular and Highland Cellular: The FCC Establishes a Framework for Eligible Telecommunications Carrier Designation in Rural Study Areas," is based on research Bannister conducted during his sabbatical in the spring 2004 semester.

Bannister's article is scheduled for publication in May, Volume 57, Issue III of the journal, which is considered one of the leading law journals on telecommunications and broadcast law.
